Summary0002782: ARM API should provide a way to SIGKILL services started by ARM.
DescriptionCurrently, ARM only kills its processes through SIGTERM. However, in certain cases (see the parent of this bug) we need ARM to hard-kill its child processes.

It is a bad idea to kill misbehaving processes; instead they should be left running so that they can be investigated.
