Summary0004349: bank build system should use automake
Description... otherwise *.in files will not automatically be updated when using "make".

It also saves us the hassle of manually writing the install/dist recipes.

This can be closed, since we're mostly using setup.py for the installation.

It doesn't make sense at this point to introduce automake, the current makefile already handles re-generating itself and .in files correctly.
