Description'actions.jsm' currently holds both 'true' wallet functions and some tests.
Create some 'tests.jsm' to gather all these tests and leave only the essential
functions in 'actions.jsm'.

Actually, our naming conventions say the tests should be in file starting with "test_", followed by what is being tested, i.e. "test_actions" or whatever the tests are really for.

moved in a file called test_api.jsm. They run the mint's "/test" APIs
