Summary | 0003959: update 'latest_fetch' column each time a reserve is queried
Description | As of now, the reserve DB gets a new row just *after* a reserve has been successfully created. The new behaviour is to add this row when a user starts a reserve's creation, and update the column 'lastest_fetch' each time a new query is performed by the timer.
