Really? My philosophy for the GUI was to only have common/important options, and to suggest users to edit by had for less common / easily understood stuff. Proxies for me would fall into the list of uncommon/unimportant options, that are good to have (and document!), but shouldn't necessarily be available via the GUI. |

On W32 native apps often defer to IE proxy settings, which are (obviously) GUI-editable |

P2P apps that i use (Azureus, Tor) have GUI for proxy settings. |

I think most (no empirical data available here) applications have an option to set the proxy. imho this is particularly true for an application trying to cope with restricted environments where connectivity is. 2nd imho there are more confusing settings than a proxy setting ... I think this is only medium advanced. |
