Summary | 0009906: "add custom measure" does not actually add the measure to active measures
Description | When I click under "Measures" to "Add custom measure", the measure is added to the list, but not actually put into the list of "active measures". I think that's not intuitive, and I have then already several times forgotten to make the newly defined measure actually active. So this is a confusing UI and we should change it so that whenever an officer adds a custom measure, it is automatically added to the list of active measures.
