Summary0009166: Allow to withdraw money from account with credit limit
DescriptionCurrently, the account connected to the Taler Cashier app needs to have a positive balance to give out money, even if the account has a non-zero credit limit (i.e. can go below zero).

Allowing to withdraw from an account with a credit limit would result in a more straightforward accounting at the end of an event like the Datenspuren.
