This document should be written like it's suggested in 0007831, therefore not exclusively for NetzBon,
but rather targeted for any organization that wants to setup a local currency. 0007831 can be then resolved
at the same time when this gets resolved.

https://docs.taler.net/libeufin/regional-manual.html#id4 documents how to use the Netzbon installer. I think this is done, even if we need to test more of the details.
