Summary0007693: Serve transactions via long polling.
DescriptionThe Nexus native JSON API should support long polling. This way, the currency
conversion service gets timely data without requesting every second. At the same
time, Nexus should always support the EBICS message that gets the most updated
transactions from the bank.

This bug was opened because the (now removed) libeufin-sandbox wanted to discover new payments from a bank account that was monitored by Nexus. The new design instead suggests that libeufin-bank and Nexus talk directly on the database, where no JSON API is used.
