Summary	0007527: Abolish configuration via command line values.
Description	Collecting configuration values via the command line has been confusing. Sandbox, or even all Libeufin should accept the configuration through configuration files. Which format for such file?
Additional Information	The current command "libeufin-sandbox config" should only accept one value, which is the location where to find the configuration file.
