Summary0007482: bank account seems broken when withdrawing high amount of kudos
DescriptionAfter withdrawing a high amount of kudos (500000000) the account could not be accessed anymore.

As seen in wallet test recordings.

 This commit: e97d6335..ce3de29e (libeufin.git) creates the scenario described here and tests it.
The test raises the debit threshold, as otherwise the operation would be forbidden.
The test succeeds in all the steps: creates, selects exchange and reserve pub., and confirms,
although no wallet participates.

Setting as feedback for an actual run via the demobank UI.
