| Description | This applies to many Taler components. Right now most makefiles don't validate that the necessary submodules are checked out. Maybe ./bootstrap is a good location to check them out initially? The Makefile (or configure?) should then check that submodule directories are not empty. | ||||

According to the feedback that I got (and looking at other projects), bootstrap seems to be the right place. |
