Summary0004071: fixed-size 'mints' array is conceptually wrong
DescriptionThe merchant should not have an a-priori fixed set of 'trusted' mints, as it may learn about more mints that it may trust during operation (because additional mints may be signed by auditors that the merchant trusts).

Also, as we need to download /keys and check the set of auditors before we can decide if a mint is trusted or not, the 'mints' data structure cannot just only contain 'trusted' mints: it will contain mints that are trusted, untrusted, or where we are in the process of figuring out in which category they are.
