Summary0003988: taler-mint-keyup is not idempotent
DescriptionI have the impression it generates fresh keys each time, even if all of the keys for the expected future exist. Likely it confuses the time of the last available key with the desired start time for the keyup operation.
Steps To ReproduceRun 'make check' a few time in src/mint-lib/. More and more keys are being generated.

It actually is, just the testcase has short expiration times so it indeed generates new files a lot.
