The basic cause seems clear: some TCP listener is unable to accept incoming requests as quickly as they arrive. Two possibilities: our code is just way slower than it should be on this system (plausible on buildbot during test), or somehow GNUnet creates way too many TCP handshakes and thus creates this problem.

Closing, as it is unclear that this is even indicative of a significant problem. I mean, the kernel logs that the listen queue is full. So what? If we have evidence that we're doing too many connections or set a too small listen queue, that'd change things, but the klog itself doesn't really say much, does it? Reopen if there is more info.
