Description'gnunet-arm -r' does not restart the peer

$ pkill -9 gnunet # make sure gnunet does not run
$ gnunet-arm -s
$ gnunet-arm -I

Another (possibly related) problem:
$ gnunet-arm -r
^CFailed to send a stop request to the ARM service: We disconnected from ARM before we could send a request
Segmentation fault (core dumped)

(The ^C is me sending SIGINT while 'gnunet-arm' -r runs. This should obviously not segfault.)
