Both peers received WELCOME message, now we have deadlock ... transport is running with 100% and nothing is happening!

I don't understand this. If both peers run with 100% CPU, what are they doing? Is this 0002358 or something else? With debug messages enabled, what do we get? How can I reproduce this?
