DescriptionUnder some rare circumstances, ARM does not terminate even though all child-processes have terminated.

If this happens, 'running_head' is non-null, points to a service but 'proc' is already NULL, in_shutdown is GNUNET_YES (1).

The scheduler is waiting for activities on the listen socket and waiting for signals (child death sigs).
