Summary0001746: need directory-scanning plugin loader
DescriptionThe current block library uses a set of explicitly configured block plugins. Instead, we should support "finding" all installed block plugins by scanning the plugin directory (as done by GNU libextractor, for example). That way, users won't have to configure this and extensions will simply have to drop the plugin into the right directory without the need to touch the configuration.

Plugin scanner implemented in 17967. Not yet closed as block library still needs to use it.

New plugin API is now used in 17970 -- block plugins option is now dead! Good.
