Summary	0011328: taler-merchant v1.5.15 with broken refund?
Description	See screenshot.
Steps To Reproduce	More analysis needed: Can see this in prod and stage, on various instances; so it doesn't seem to be related to 0011323 (as first thought). Make payment, try to refund, making also sure cut-off delays (for the given bank accounts), esp. refund delay, is long enough.
Additional Information	In last's week's QC session with taler-merchant v1.5.11+, this still worked

vecirex 2026-04-01 17:16 manager ~0028356	Sorry, this issue was related to double use of an IBAN (not yet) working properly: cannot be reproduced when deleting the second bank account KYCauthed and used in another instance (KYCauthed there, too).
