Summary	0010707: Cleanup ticket relations in 10630 such as to have serious blocker tickets only [3.12.]
Description	Make 0010630 focused on what matters for real-world customers in the upcoming beta phase; relevant for a focused discussion in today's (and further) QC meetings this month. Non-blocker tickets don't need to appear in 0010630, because if they're correctly categorized and prioritized, they can easily be listed. There's no need for a meta ticket listing all issues with the taler-merchant (be that backend, be that frontend): categories for this already exist; fine-grained filters can be used in MantisBT to achieve respective views.
