Description	We've had this request now from a customer in CH as well as from BEKI: They are used to doing automated periodic monthly wire transfers and would like them to automatically withdraw money into a Taler wallet. We should support this. Note: requires also some exchange changes, as right now reserve public keys come with a UNIQUE constraint...
