Summary0009788: allow the aml officer to specify the context of a measure
Descriptionwhen making a decision the aml officer can now add a measure on the measure step of the decision wizard

this measure can be use to validate an email, in this case the officer need to specify the email to be validated and for that we use the context of a measure

this will be sent as a custom measure

the officer can now select a "custom measure" to edit (change the context) or select a "server measure" to use as a template to create a custom measure (pick the "validate email" and add the necessary context)
