You most likely did not set the CURRENCY option in the [merchant] section (or didn't update the section name after we moved that option from [taler] to [merchant] in 0.14). Try
[merchant]
CURRENCY = LOCAL

I noticed that we had not even documented that option, that is now fixed in taler-docs.git in 29c7f069..36704edd.

Documentation improved, that *should* do the trick. Please re-open if the problem persists. Note that you'll probably have to force-reload the SPA for the configuration change to go into effect (and first, of course, restart taler-merchant-httpd).
