| Description | Via Christian Grothoff on Mattermost: "" For merchants that want to use a Taler wallet for invoicing we need a way to add an exchange, but taler://withdraw-exchange/* is inappropriate as that launches the withdraw dialog, which doesn't make sense for a merchant. I thus want to propose a new method taler://terms-exchange/* that adds the exchange and prompts the user to accept the terms of service. If the user already accepted the terms, they would still be shown (possibly with the remark "already accepted").
