docs.git:: 211e9311..fdd6bb20 updates the spec to v21 which includes a new more *generic* way to specify all kinds of hard limits, including for transactions, refunds, wallet balances, withdrawing, deposits, etc. |

dad550ab..24876d53 implements the logic in the exchange for the v21 protocol changes to expose hard_limits. Note that /keys::hard_limits ONLY contains limits that are set with a "verboten" measure *and* that are exposed. |
