Summary	0009788: allow the aml officer to specify the context of a measure
Description	when making a decision the aml officer can now add a measure on the measure step of the decision wizard this measure can be use to validate an email, in this case the officer need to specify the email to be validated and for that we use the context of a measure this will be sent as a custom measure
