Summary0009119: Support batching transactions
DescriptionWe currently send one pain.001 file per transaction. Uploading a single file is slow (it requires several round trips) and expensive (banks charge use per file upload). We should send several transactions in a batch (a single message) to improve performance.

This will break the current MessageID per transaction design.
