Summary	0007497: Can't enter fraction starting with zero
Description	On the withdraw dialog, when I enter a value to withdraw that has a fractional amount, after entering '.' the field won't accept a 0. Instead, it removes the 0 and the '.' right after I entered it. (The workaround right now is to enter the fractional amount fully _without_ the '.', like '1501', and the go back and enter the dot, like '15.01').
