Description	After withdrawing a high amount of kudos (500000000) the account could not be accessed anymore. As seen in wallet test recordings.

MS 2023-01-15 19:36 reporter ~0019671 Last edited: 2023-01-15 19:43	This commit: e97d6335..ce3de29e (libeufin.git) creates the scenario described here and tests it. The test raises the debit threshold, as otherwise the operation would be forbidden. The test succeeds in all the steps: creates, selects exchange and reserve pub., and confirms, although no wallet participates. Setting as feedback for an actual run via the demobank UI.
