Summary	0007158: merchant allows creation of contract terms with "never" as wire transfer deadline
Description	This seems to be new behavior (?) introduced with the recent timestamp change. When there is no default_wire_transfer_delay configured for an instance and the POST /private/orders request doesn't contain a wire transfer deadline, the merchant creates an order with a wire transfer deadline of "never". This does not seem like expected or reasonable behavior.
