Summary0005552: congestion control for UDP
DescriptionUDP currently does not rate-limit transmissions in the absence of ACKs. We should implement some sane rate limiting here. Some of it likely at the transport-level (for uni-directional communicators), and for incoming messages at least the KX/DH operations need to probably be limited per sender to a certain "fair" share.
